American lawmakers are meeting during the weekend for the initial time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to end the standoff appeared to recede as GOP senators proposed a plan toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.
Deepening Impact of Government Shutdown
The impact on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
Trump's Plan from Golf Course
As Saturday's meeting got under way, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is truly better for the patient," one senator said.
Another senator praised Trump's proposal on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Response
Democratic senators shared concerned responses to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another senator reacted to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."
Ongoing Talks
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an openness to an developing proposal from a handful of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare subsidies.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and extend the payments for a year.
Another leading Democratic lawmaker continued in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the tax credits.
"Inaction is irresponsible because people will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.
Several observers suggested that the essence of such a proposal would remove the ACA's requirement that carriers cover patients with pre-existing conditions.
After his golf outing, Trump went back to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that failed to secure enough backing in 2017.
